The 29th Symposium of ZEVA
Representatives of the Doctor’s Chamber at the ZEVA Symposium in Dubrovnik
The President of the Doctor’s Chamber, Prof. dr. Kalina Grivcheva- Stardelova and the Vice-presidents for secondary and tertiary health care, Dr. Maja Manoleva and Dr. Albert Leshi, attended the 29th ZEVA Symposium, taking place in Dubrovnik, organized by the Croatian Medical Chamber. Participation in the Symposium took medical associations and chambers of countries of Central and Eastern Europe. Two topics initiated discussions: disciplinary actions led by the medical associations and the doctor’s right to an appeal of conscience as an argument for not performing a certain medical procedure or intervention.
In regard to the first topic, Dr. Grivcheva-Stardelova stated that in our country a request to the Court of Honour for initiating a procedure can be submitted by the state organs (Ministry of Health, Health Insurance Fund), the heads of the healthcare institutions, every member of the Chamber and the injured person. The Chamber has a Prosecution comprised by one Prosecutor and two Deputy Prosecutors. The Prosecutor of the Chamber and its deputies are elected by the Assembly from the membership of the Chamber with a condition of having at least five (5) years of specialist service and are respective members of the community the work and live in. The Prosecutor of the Chamber and its Deputies are sovereign and independent in their work and have the right as well as obligation to initiate a procedure against a member of the Chamber in case there is a justified doubt of a violation of the law, or the Statute or the Medical Deontology Code. If this is the case, they initiate and represent the charges.
